Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Electric wheelchairs/mobility aids must comply with the ICAO Technical Instructions and require the airline's approval (需航空公司批准). Only chairs whose lithium battery can be removed are accepted — a wheelchair with a non-removable lithium battery is on West Air's prohibited list. Checking one must be requested 24 h before departure and check-in completed 2 h before departure.

Wheelchairs and walking aids fitted with a sealed wet battery, a NiMH battery or dry batteries are listed as items that may not be hand baggage but may be carried as checked baggage. WCOB — an airworthiness-approved narrow on-board wheelchair — is offered for passengers who cannot move about the cabin unaided, and cabin crew use it to help them to and from the lavatory. It must be requested 48 h before departure, West Air notes that carriage of such passengers is strictly limited, and stretcher passengers cannot share a flight with WCHC or on-board-wheelchair passengers.

Boarding and deplaning assistance is provided with staff, a ground wheelchair, the on-board narrow wheelchair, air stairs, lifting equipment and terminal buggies; cabin crew help passengers to and from their seat and to the lavatory. A passenger who reaches the cabin by on-board wheelchair and cannot use an aisle seat with a fixed armrest must be given an aisle seat with a movable armrest or another accessible seat. All accessibility and dangerous-goods content is Chinese-only; the details above are translated. West Air is a Chongqing-based low-cost carrier in the Hainan Airlines group, but every fact here comes from West Air's own pages. Two restrictions a traveller must know: (1) per-flight caps on passengers who would need help in an evacuation — 2 on 51-100 seat aircraft, 4 on 101-200, 6 on 201-400, 8 above 400 seats, doubled only where 1:1 companions travel; (2) stretcher passengers and WCHC / on-board-narrow-wheelchair passengers cannot be carried on the same flight. A medical certificate (valid 10 days) may be demanded where fitness to fly is in doubt, and written reasons follow within 10 days if carriage is refused. Disabled-passenger complaints go to 95373-6, answered substantively within 10 working days.
