Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Accepted only in the hold, only for a passenger whose mobility is impaired by disability, health or age, only if requested at least 48 h ahead, and only with the airline's agreement: clause 12.4 of the conditions of carriage puts the electric wheelchair among the restricted items accepted «只有在符合乌鲁木齐航空运输条件的情况下，并经乌鲁木齐航空同意» — only on Urumqi Air's conditions and with its consent. It may never be carried in the cabin.

No watt-hour cap is published for a battery that stays in the chair — option (1) of clause 12.4.5 requires only that the chair's design gives adequate damage protection, that the battery is firmly attached and that the circuit is disconnected per the manufacturer's instructions.

Conditions of carriage 12.12.7 excepts only non-electric prams and non-electric wheelchairs from the ban on checking baggage at the gate or aircraft door, so an electric chair has to be checked at the counter; Urumqi Air says nothing about returning it at the aircraft door on arrival.
An electric wheelchair may never travel in the cabin. It must be requested at least 48 hours before departure, the airline answers within 24 hours whether it can carry it, and check-in must be done at least 2 hours before departure on the day.
Manual wheelchairs
Manual wheelchairs are carried and checked free. A non-folding ordinary wheelchair may not go in the cabin and must travel in the hold as checked baggage.

Unresolved. «旅客的电动轮椅、不可折叠的普通轮椅和拆卸下来的担架不能放在客舱内运输» bars electric chairs, NON-folding ordinary chairs and dismantled stretchers from the cabin — but the table of aids that may be taken into the cabin (walker, crutches, prosthesis, assistance dog, hearing aid, cochlear implant, guide dog, white cane, magnifier, blind glasses) does not list a folding wheelchair either. Cabin space is first-come first-served; if there is none, the aid is checked free.
No stowage dimensions are published for mobility aids; the rule is only that the cabin must have space, allocated first-come first-served, and that the aid must comply with security and dangerous-goods rules.
No maximum wheelchair dimensions are published. The generic domestic checked-baggage envelope is 40 x 60 x 100 cm per piece (minimum 5 x 15 x 20 cm), above which the piece needs Urumqi Air's prior agreement, but this is not stated to apply to a wheelchair.
No weight limit is published for a wheelchair. The generic domestic checked-baggage limit is 50 kg per piece, above which prior agreement is needed, but Urumqi Air nowhere applies it to mobility aids.
Not published as a return point. Conditions of carriage 12.12.7 forbids checking baggage at the boarding gate or aircraft door without a second security screening, «非电动婴儿车及非电动轮椅除外» — expressly excepting non-electric prams and non-electric wheelchairs, so a manual chair may be handed over at the gate. Urumqi Air says nothing about where the chair is given back on arrival.
Cabin crew help wheelchair passengers in and out of the cabin, guide them to their seat, stow and retrieve their carry-on, describe the meal and open packaging, and help them eat — but explicitly do not help with personal hygiene or the lavatory, cannot lift or move a passenger, and give no medical care. A passenger needing that must travel with someone who can provide it.
Booking & cost
«在不晚于航班计划起飞前48小时前提出» — a checked electric wheelchair, on-board medical oxygen, service for a disabled group, a service dog in the cabin and narrow-wheelchair boarding assistance must all be requested no later than 48 h before scheduled departure; Urumqi Air replies within 24 h whether it can provide the service, and you must check in at least 2 h before departure. A ground wheelchair alone needs only 24 h (late requests are handled subject to on-the-day capacity).

The number of wheelchair passengers carried differs by aircraft type and is not published — the notice tells you to ask on 95334. Conditions of carriage 11.4.1-11.4.2: disabled passengers who would need help in an evacuation are 'restricted transport' passengers, carried only on Urumqi Air's conditions with its prior consent, and the number per flight is capped for safety.

Conditions of carriage 12.9 and 12.26-12.27: damage must be objected to in writing when the baggage is collected and a 《行李运输事故记录》 obtained; the claim must be made within 7 days of that record (21 days for delay). Explicitly not carried: «目前乌鲁木齐航空客舱内未配备机上专用窄型轮椅» — Urumqi Air cabins are currently not equipped with an on-board narrow aisle wheelchair, because of aircraft type and airport constraints. A ground-provided narrow wheelchair may be brought on board to help you board, depending on what each airport has; request it at least 48 h ahead and check with 95334.

Not published. With no on-board aisle chair and cabin crew barred from lifting or moving passengers, Urumqi Air describes no route to the lavatory for a passenger who cannot walk.
Cabin crew help you into and out of the cabin, guide you to your seat and stow your carry-on, but «不过，客舱乘务员不帮助旅客整理个人卫生或使用卫生间。不能对旅客进行抬高或移动» — they do not help with personal hygiene or the lavatory and may not lift or move a passenger. Fleet detail. No hold-door or hold-compartment dimensions are published. The generic domestic checked-baggage envelope is 40 x 60 x 100 cm and 50 kg per piece, above which prior agreement is required, but Urumqi Air nowhere states that it applies to a wheelchair. The wheelchair notice says the number of wheelchair passengers accepted varies by aircraft type and tells you to ask on 95334.
Worth knowing
Two hard limits a traveller must know. (1) Urumqi Air has NO on-board aisle wheelchair on any aircraft — it says so in terms — and its cabin crew are barred from lifting or moving a passenger or helping in the lavatory, so anyone who cannot walk to the toilet unaided has to travel with a carer. (2) The number of wheelchair users carried per flight varies by aircraft type and is not published; conditions of carriage 11.4.2 says the airline caps 'restricted transport' passengers per flight for safety, so the service can run out. Things a human should re-check: whether a FOLDING manual wheelchair may go in the cabin — the prohibition names only electric and non-folding chairs, but the list of aids permitted in the cabin omits wheelchairs entirely; and the domestic baggage compensation standard, which sits on a 国内航空运输行李赔偿标准 tab that would not render through the reader proxy. Note also the tension between baggage rule 2.1(10), which bans any lithium-ion battery over 160 Wh, and rule 2.3(5)/12.4.5, which allows a wheelchair battery to stay installed with no watt-hour cap at all. All quotations are translated from the Chinese originals; there is no English version of any of these pages.
