Everything is published in Russian only; there is no English accessibility page. Ural publishes no dedicated disability desk — the 24-hour passenger-support line and the «Получить поддержку» feedback form are the channels the reduced-mobility pages themselves point to. company@u6.ru is the address printed for dangerous-goods approvals and for the MEDIF stretcher form; the site does not name it as a general accessibility mailbox. Three further country numbers (Moscow, Kyrgyzstan, a second Uzbek number) and a WhatsApp number sit in the page source but are commented out and are not shown to users, so they are not transcribed here.

Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Accepted but only as checked baggage and only with the airline's agreement: «Пассажирам, использующим кресло-коляску с электрическим приводом, необходимо обязательно оформить такое кресло-коляску в багаж во время прохождения регистрации на рейс.» Ural's dangerous-goods table marks every battery-powered wheelchair row «Требуется разрешение: да» — carriage must be cleared with the airline, by free-form email to company@u6.ru.

Lithium-ion chairs are accepted but must be checked at check-in and the dangerous-goods table marks the row «Кресла-каталки … приводимые в действие литий-ионными батареями, конструкция которых специально предусматривает извлечение батареи» as requiring airline permission. Lithium batteries are only carried if they meet every test in the UN Manual of Tests and Criteria, Part III, sub-section 38.3, evidenced by the manufacturer's battery passport.

No cap is published for a battery that stays in the chair. Ural states the rule in the opposite direction: «Если энергоемкость аккумулятора более 300 Втч, аккумулятор перевозится в средстве передвижения в штатном месте установки аккумулятора» — a battery of more than 300 Wh travels installed in the chair, in its standard mounting.

The same cabin limit governs spares: one battery of no more than 300 Wh, or two of no more than 160 Wh each. «Все снятые и запасные аккумуляторы должны быть защищены от повреждений … и перевозиться только как ручная кладь в пассажирском салоне» — carriage of loose batteries in checked baggage is not allowed.

In the cabin a passenger may carry only 1 battery of no more than 300 Wh, or 2 batteries of no more than 160 Wh each — so two is the maximum count, at the lower watt-hour rating. Removed and spare batteries must each be protected against damage (e.g. in an insulating cover) and may travel only as hand baggage.

For most lithium chairs, yes: if the chair does not adequately protect the battery, OR the battery's energy is under 300 Wh, «аккумулятор подлежит снятию и размещению в пассажирском салоне» — it must be removed and carried in the cabin. Only a battery above 300 Wh stays in the chair. For non-lithium electric chairs Ural requires the battery to be disconnected and the terminals insulated, not removed.

A powered chair may never be taken to the aircraft door by the passenger — it has to be checked at the check-in desk. Ural recommends agreeing the carriage of the chair and battery with the airline before travel and sending the manufacturer's documents in advance.
Manual wheelchairs
Manual chairs are accepted. «Кресло-коляску с механическим приводом пассажиры могут использовать до посадки на борт воздушного судна или сдать в багаж во время регистрации на рейс» — a mechanically driven chair may be used up to boarding or checked at check-in. Passengers in wheelchairs are accepted with or without an escort, under the airline's supervision.

Ural contradicts itself. The free-carriage list includes «складное кресло-коляска, перевозимое в салоне» — a folding wheelchair carried in the cabin — but two paragraphs later the same page states flatly «Кресло-коляска перевозится в багажном отделении» (the wheelchair is carried in the baggage compartment). No cabin-stowage rule is published that resolves this; ask before you fly.
No cabin-stowage dimensions are published, and Ural's own pages disagree about whether a folding chair may be taken into the cabin at all.
No maximum wheelchair dimensions are published. Ural asks only that the manufacturer's documents and further information be supplied in advance so it can confirm carriage.

Wheelchair passengers are escorted by the airport medical service from the check-in desk to the aircraft; airport staff then move the passenger through the terminal and to the seat in the cabin. After the chair is checked, the passenger is taken to the aircraft in a wheelchair provided by the airport.
Booking & cost
No deadline in hours is published for a wheelchair. Ural requires notification of the disability when the ticket is bought and says manufacturer documents and further information on the chair and its battery(ies) must be supplied in advance so the airline can confirm carriage. The only published deadlines are for stretcher passengers: MEDIF to company@u6.ru at least 7 working days ahead, airline confirmation no later than 4 days (96 h) before departure.
«Требуется обязательное уведомление при покупке билета об ограничениях» — notification at the time of purchase is mandatory. Ural also recommends agreeing the carriage of the wheelchair and its battery(ies) with the airline and sending the manufacturer's documents ahead of time to avoid delays at loading. The reduced-mobility pages end with a «Получить поддержку» button pointing to the feedback form.

Medicines, medical equipment, a folding wheelchair carried in the cabin and crutches are carried free and are not counted against the free baggage allowance; at check-in the wheelchair is checked as baggage and «перевозится бесплатно». Ural does not publish a number. It lists the aids carried free (medicines, medical equipment, a folding wheelchair carried in the cabin, crutches) without capping how many.
From the contract of carriage's «Уведомление об ограничении ответственности за багаж». Damage on an international flight must be notified in writing immediately on discovery and no later than 7 days after receiving the baggage (21 days for delay). Ural publishes no special rule, and no full-value rule, for mobility aids.

Not published. Ural describes an airport-provided wheelchair on the ground and an airport medical-service escort to the seat, but says nothing about a narrow aisle chair carried on board.

Not published on Ural's reduced-mobility pages — no movable-armrest, bulkhead or front-row rule is stated for wheelchair users.
Fleet detail. No hold-door or hold-compartment dimensions are published for any Ural aircraft type. Ural instead asks for the manufacturer's documents and further information on the chair in advance so it can confirm that a particular chair will be carried.
Worth knowing
Two things a human should re-check. (1) A flat contradiction on the same page: the free-carriage list names «складное кресло-коляска, перевозимое в салоне» (a folding wheelchair carried in the cabin) while the wheelchair paragraph says «Кресло-коляска перевозится в багажном отделении» (the wheelchair travels in the hold). manual.cabin_stowage is therefore left null. (2) Ural's dangerous-goods table row for a lithium-ion wheelchair whose design allows the battery to be removed is marked «в багаже: нет / в ручной клади: нет», which read literally would mean the chair can travel neither in the hold nor in the cabin — it contradicts the accessibility page, which plainly says such a chair is checked in as baggage with the removed battery carried in the cabin. This record follows the accessibility page. Note also the direction of Ural's watt-hour rule, which is the reverse of most airlines: a battery UNDER 300 Wh (or one the chair does not protect properly) must be removed into the cabin, while a battery OVER 300 Wh stays installed in the chair. Everything is Russian-language only; the quotations above are from the Russian originals. Assistance is free at Russian airports but foreign airports may charge — Ural tells passengers to check the price with the airport.
