Shandong Airlines publishes no dedicated disability or accessibility desk and no TTY/text-relay line. Everything — ground wheelchair, on-board wheelchair, checked electric wheelchair, stretcher, service dog — is booked through the general 24-hour hotline 95369, a Shandong ticket office or a designated sales agent, or the logged-in special-passenger form on flights.sda.cn. Shandong does not serve the USA, so it publishes no DOT Complaints Resolution Official page. The English pages carry the disclaimer that in case of any discrepancy between the two language versions the Chinese version prevails.

Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Conditions of carriage 6.2.5.12: Shandong accepts checked electric wheelchairs or walking aids ONLY from passengers whose mobility is restricted by disability or health, only with Shandong's prior consent, and only checked at the check-in counter. The disabled-passenger notice repeats: "For the benefit of passengers with legitimate needs, we do not carry electric wheelchairs brought by passengers without a disability." The baggage-restrictions page lists a passenger's in-journey electric wheelchair among items carried only by agreement.

Lithium-battery wheelchairs and walking aids (锂电池轮椅或助行器) are expressly covered by the checked electric wheelchair service, but conditions of carriage 6.2.5.12 accepts them only from passengers whose mobility is restricted by disability or health and only with Shandong's consent: '但应经山航同意后方可运输'. Battery not over 300 Wh, or 2 x 160 Wh where the chair needs two; one spare not over 300 Wh or two not over 160 Wh, carried by the passenger; check in at the check-in counter.

"If your electric wheelchair is powered by a lithium battery, the rated energy of the battery must not exceed 300 Wh. If the wheelchair must be powered by two batteries, the rated energy of each battery must not exceed 160 Wh." Batteries above these capacities are refused carriage.

Conditions of carriage 6.2.5.12 A gives an either/or: the battery is either securely fixed to the chair with the circuit disconnected per the manufacturer's instructions, OR removed per those instructions. The disabled-passenger notice is stricter and simply states "Lithium batteries must be carried by the passenger" (锂电池由旅客随身携带), which reads as removal into the cabin for lithium chairs. Confirm with 95369.

Conditions of carriage 6.3.1 lists a folding manual wheelchair (折叠手动轮椅) among the small assistive devices that may be taken into the cabin, with free checking only if there is no cabin stowage. Booking & cost
Shandong publishes a clock deadline, not a number of hours: a ground wheelchair and an on-board (aisle) wheelchair must be requested "by 16:00 (inclusive) of the day prior to your scheduled flight departure". Other published deadlines are 48 h for a service dog, 72 h for a stretcher and 72 h for airline oxygen. A passenger checking an electric wheelchair must also reach the check-in counter 2 h before the check-in deadline.

"The electric wheelchair will not be counted as part of your free baggage allowance, and we will transport it free of charge, but only one piece may be checked in." Its baggage compensation standard is RMB 100 per kg on domestic routes and USD 30 per kg on international routes, capped at 1,519 SDR per passenger for checked and unchecked baggage combined. "We offer onboard wheelchair service on selected routes for passengers unable to walk, for use in the cabin aisle. The number of such wheelchairs provided is limited in accordance with the CAAC's Regulations on the Air Transportation of Disabled Passengers." Fleet detail. No cargo-hold door aperture or hold-compartment dimensions are published. Shandong's carriage limits are written around Boeing 737 operations (only one stretcher passenger per B737 segment), and the number of on-board wheelchairs and of unaccompanied disabled passengers per flight is capped under the CAAC Measures for the Administration of Air Transport for the Disabled — book early and check the cap for your flight on 95369.
Worth knowing
Shandong Airlines publishes a full English translation of its disabled-passenger notice (2026-06-30 edition) alongside the Chinese original, with the disclaimer that the Chinese version prevails; the two agree on every figure used here. CONTRADICTION a human should re-check: conditions of carriage 6.3.1 allows a folding manual wheelchair into the cabin, while the disabled-passenger notice says "wheelchairs cannot be carried inside the passenger cabin" — the latter sits inside the checked-electric-wheelchair section, so it may be intended only for powered chairs, but the wording is unqualified. Second contradiction: 6.2.5.12 A allows the lithium battery to stay fixed to the chair with the circuit disconnected, while the notice says lithium batteries must be carried by the passenger. Shandong deliberately carves wheelchair batteries out of its general lithium rules — the baggage-restrictions page bans power banks and lithium batteries over 160 Wh but adds "电动轮椅使用的锂电池另有规定" (wheelchair lithium batteries are separately regulated), so the 160 Wh general limit was NOT written into the battery fields. Shandong is an Air China group carrier and 6.2.5.12 is near-identical to Air China's clause, but every value here is taken from sda.cn's own pages. Shandong flies no US routes, so there is no DOT/CRO page. No dedicated accessibility desk, no TTY or relay service, and no published damage rule for mobility aids specifically.
