Accepted only with the airline's approval: lithium-battery wheelchairs/mobility aids are item 3) of the list that "须经青岛航空批准后，方可按要求运输" (may be carried only after Qingdao Airlines' approval). Batteries must meet UN Manual of Tests and Criteria Part III sub-section 38.3; if the battery is firmly fixed to the chair, adequately protected and the circuit is disconnected it need not be removed and there is no Wh cap, otherwise each removed battery must not exceed 300 Wh. Watt-hour cap — battery stays in the chair

Explicit: if the battery is firmly fixed to the chair, adequately protected and the current disconnected — all three at once — '电池无需拆卸且没有容量（Wh）限制', the battery need not be removed and there is no watt-hour capacity limit.

Accepted. If the aid can always be kept upright, with the battery firmly fixed and the circuit disconnected, the battery stays installed with short-circuit protection. Otherwise it is removed per the manufacturer's instructions and carried in the hold in leak-tight rigid packaging with absorbent material, upright, marked 'BATTERY, WITH WHEELCHAIR 轮椅电池' plus corrosive and 'this way up' labels.

Folding chair may travel in the cabin

Mobility devices carried free

'除规定的免费行李额外，可免费托运一部轮椅或其它辅助设备' — one wheelchair or other mobility aid checked free in addition to the free baggage allowance. Disability scheme art. 26 repeats this as one free checked aid beyond the small aids that may go in the cabin under art. 25.

If they damage your chair

Baggage liability follows the PRC Civil Aviation Law and the CAAC-published limits; Qingdao Airlines may not require a disabled passenger to sign away the right to claim for a damaged or lost mobility aid

Disability scheme art. 32 forbids any waiver document except for damage already present when the aid was accepted; art. 28 requires the airline to package the aid and any removed parts. Conditions of carriage 16.3: damage is paid as the loss of value or the repair cost, capped at the statutory limit. A declared value may be bought (max RMB 8,000 per passenger, surcharge 5 per mille of the excess).

Contradiction a human should re-check: the 特殊旅客 (special passengers) web page says flatly '旅客自备轮椅不得带入客舱内' — a passenger's own wheelchair may not be brought into the cabin — while the current domestic conditions of carriage (version 20260701, clause 10.6.3(4)) and the disability transport scheme (art. 25) both list 折叠轮椅, a folding wheelchair, among the aids that may be taken into the cabin subject to available space. The special-passenger page itself says the conditions of carriage prevail, so this record follows the conditions of carriage. Hard capacity caps matter here: WCHS + WCHC combined are limited to 2 passengers per flight segment, and unaccompanied passengers who would need help evacuating are capped at 4 on the A320 and 6 on the A321.
