Checked baggage only, with Hebei's approval: "An electric wheelchair must be checked, must be handed over at least 2 hours before the check-in deadline, and must comply with the dangerous-goods rules" (conditions of carriage 11.7.2; same wording on the disabled-passenger page). It must be requested when booking, no later than 48 h before departure. Every battery-powered-wheelchair entry in the dangerous-goods table is marked "requires Hebei approval" and "captain must be notified". Hebei refuses any device whose lithium battery cannot be removed.

Lithium-battery chairs are accepted as checked baggage with Hebei's approval, but only if the battery is of a UN 38.3-tested type AND can be removed: "河北航不承运锂电池不可拆卸的代步工具" — Hebei does not carry mobility devices whose lithium battery is non-removable. The removed battery and any equipment must travel in the cabin.

"The battery shall be removed in accordance with the manufacturer's instructions; each battery removed from the mobility aid must not exceed 300 Wh." Removed batteries are carried in the cabin and protected against damage, e.g. each in a protective bag.

"Each passenger may carry at most one spare battery not exceeding 300 Wh, or two spare batteries not exceeding 160 Wh each." Spares travel in the cabin, individually protected against damage and short circuit.

Maximum of two: one lithium spare of up to 300 Wh, or two of up to 160 Wh each. For non-lithium chairs the allowance is one spare sealed wet (A67) battery, or two spare dry (A123) or nickel-metal-hydride (A199) batteries. Hebei's general cap of 10 spare batteries per person (20 with approval) is a portable-electronics rule and is separate.

For lithium chairs, yes: the battery must be removed per the manufacturer's instructions and carried in the cabin, and a chair with a non-removable lithium battery is refused. For sealed-wet/NiMH/dry chairs the battery may stay installed with the circuit disconnected, or be removed if the design allows — but a removed non-lithium battery goes into the cargo hold in rigid packaging, not the cabin.

Chairs with a sealed wet battery (Special Provision A67), nickel-metal-hydride battery (A199) or dry batteries (A123) are accepted as checked baggage only (not hand baggage), with Hebei's approval and notification to the captain. The battery must be securely mounted with the circuit disconnected per the manufacturer's manual, or removed per that manual if the design allows; terminals must be short-circuit protected; a sealed battery may contain no free or unadsorbed liquid. Any removed or spare battery travels in strong rigid packaging in the cargo hold.

Non-sealed wet-battery chairs are accepted as checked baggage with Hebei's approval and notification to the captain. They must be loaded, stowed and unloaded upright; "if the mobility aid cannot always be kept upright, or cannot adequately protect the battery, the battery must be removed" and carried in rigid leak-proof packaging secured against tipping, upright, packed with enough absorbent material, labelled "BATTERY, WET, WITH WHEELCHAIR" with corrosive and this-way-up labels. Terminals must be short-circuit protected and a leak-proof cover fitted where feasible.

Both terminals must be protected against short circuit, for example by fitting the battery into a battery container or taping the exposed poles, and the circuit must be disconnected per the manufacturer's manual so the chair cannot start accidentally. Removed and spare batteries must be individually protected (e.g. each in a protective bag).

No battery spec sheet or MSDS is demanded, but the battery must be of a type meeting UN Manual of Tests and Criteria 38.3. Separately, a special passenger must complete and personally sign a 《特殊旅客乘机申请书》 (Special Passenger Travel Application) at check-in, and where Hebei has reasonable grounds to doubt fitness to fly, a medical certificate issued within 10 days before departure by a grade-2-or-above hospital is required.

Conditions of carriage 11.7.2: "a folding wheelchair carried by a disabled passenger as a disability aid may be taken into the cabin as unchecked baggage; a folding wheelchair carried by any other passenger is handled as ordinary checked or unchecked baggage." Folding and electric wheelchairs used during the journey are listed among the restricted items Hebei carries only if its conditions are met and it consents.

Conditions of carriage 11.7.2 allows a disabled passenger's folding wheelchair, used as a disability aid, into the cabin as unchecked baggage. No size or weight limit for the in-cabin chair is published and Hebei does not say where it is stowed.

Checked electric wheelchair, the on-board narrow (aisle) wheelchair, group disabled travel and a cabin service dog must be requested when booking and no later than 48 h before departure. WCHS (needs help on the stair truck) and WCHC (needs the on-board wheelchair) also require 48 h and carry a per-flight numeric limit plus a mandatory companion. Terminal-only wheelchair assistance (WCHR) requires at least 24 h.

"Because our service capacity is limited and your travel situation has to be assessed, please find out the details and application procedure from a Hebei direct-sales outlet in advance and apply when buying the ticket." Special passengers cannot use online or self-service check-in and must go to the Hebei counter with the ID used to book. Special-service requests are accepted only on flights wholly operated by Hebei on its own 836 ticket stock and only on direct flights — connecting itineraries and codeshares are not accepted.

Conditions of carriage 15.3.3. For special baggage Hebei adds that it "bears liability only under the general checked-baggage rules (the Warsaw or Montreal Convention and Hebei's carriage rules)". There is no full-value or mobility-aid-specific protection, so a heavy power chair damaged on a domestic flight would be valued by weight at RMB 100/kg.

Conditions of carriage 5.2.8 lets Hebei refuse carriage where the passenger belongs to a number-limited category of disabled passengers and the flight has reached that limit, or where the only seat that suits them is an emergency-exit seat. The special-passenger notice requires the companion relationship to be declared at booking, the companion ticketed separately and, safety permitting, seated next to the passenger.
