Powered wheelchairs & batteries

The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.

Powered chairs accepted
Conditional

Electric wheelchairs are carried but are a restricted item: conditions of carriage Art. 52 lists "旅客旅行途中使用的电动轮椅" among goods accepted only "经福州航空同意" (with Fuzhou Airlines' agreement), and the dangerous-goods table marks 公司批准 (company approval) as required for every battery-powered mobility aid. "电动轮椅需托运,应在航班离站时间前90分钟办理" — an electric wheelchair must be checked, at least 90 minutes before departure.

No maximum powered-wheelchair dimensions are published.

Weight limit for a powered chair

Not published for a powered wheelchair.

Returned at the aircraft door

Not published. Only a "priority baggage" tag on the checked mobility device is promised.

Fuzhou Airlines' lithium rules for mobility aids follow the IATA/ICAO pattern closely and are unusually explicit: no watt-hour limit while the battery stays installed, 300 Wh per removed battery, and one 300 Wh or two 160 Wh spares in the cabin. But every battery-powered mobility aid needs the airline's prior approval (公司批准), the electric chair must be checked at least 90 minutes before departure, and the general conditions of carriage list electric wheelchairs among restricted items requiring the airline's agreement.

Manual wheelchairs

Manual chairs accepted
Conditional

Carried, but gated. Conditions of carriage Art. 48: passengers who need assistance in an emergency evacuation are carried only "经福州航空预先同意" — with Fuzhou Airlines' prior consent and, where necessary, prior arrangements; Art. 48(2) caps the number of restricted-carriage passengers on each flight for safety; and Art. 45 lists as a ground for refusal "属于数量受限制的残疾人,但该航班上承运的该类人员数量已经达到限制数量" — the passenger belongs to a numerically limited class of disabled passengers and the flight has already reached that limit. No figure for the cap is published.

Folding chair may travel in the cabin
Not published

Not published for a folding manual chair. "折叠轮椅、电动轮椅等可以作为托运行李运输" says folding and electric wheelchairs may travel as checked baggage; electric chairs must be checked. The airline nowhere says whether a folding manual chair may be taken into the cabin.

In-cabin stowage limit
Not published

No in-cabin stowage dimensions are published for a wheelchair.

Size limit for a checked manual chair
Not published

No maximum wheelchair dimensions are published, and no hold-door or hold-compartment figure appears anywhere on the site.

Weight limit for a manual chair
Not published

Not published for a wheelchair. The 32 kg / 203 cm figures on the special-baggage page apply to sports equipment, not to mobility aids, and were deliberately not carried over here.

Returned at the aircraft door
Not published

Not published. Fuzhou Airlines says only that checked mobility devices (wheelchairs, crutches etc.) are tagged "优先行李" — priority baggage — which is about the order of delivery, not the place.

Fuzhou Airlines' published wheelchair service is: ground staff wheelchair service on request, check-in with a seat in the first row of the cabin or an aisle seat with more legroom, priority boarding for the passenger and companion, and a "priority baggage" tag on the checked mobility device. Service dogs (guide, hearing and assistance dogs) are carried in the cabin on a lead and may not occupy a seat; if they cannot be accommodated in the cabin they go in the hold in a rigid air-transport container as a last resort.

Compensation is the loss in value or the repair cost, capped by the liability limit in the PRC Civil Aviation Law; no declared-value service is offered

Conditions of carriage Art. 90(3): damaged, destroyed or lost baggage is compensated at the reduction in value or the repair cost, not exceeding Fuzhou Airlines' baggage liability limit, which follows the 中华人民共和国民用航空法; where the baggage is worth less than the limit, actual value is paid. No renminbi figure is published. Art. 90(4) allows the airline to calculate by weight. Crucially Art. 57 states "福州航空航班暂不提供行李声明价值服务" — no declared-value option, so an expensive power chair cannot be declared. International sectors fall under the Montreal Convention limits.

"福州航空不提供客舱轮椅,若有需求,请咨询机场" — Fuzhou Airlines does not provide an on-board (cabin) wheelchair; passengers who need one are told to ask the airport. There is therefore no way to reach the lavatory in flight.

Fleet detail. No hold-door or hold-compartment dimension is published. Conditions of carriage Art. 48(2) states that Fuzhou Airlines caps the number of restricted-carriage passengers on each flight for safety reasons, and Art. 45 makes reaching that cap an express ground for refusing carriage — but the cap itself is not published.

Worth knowing

Everything is in Chinese and is served by a JavaScript CMS (a plain fetch of the help pages returns only the navigation shell; the article bodies had to be read through the site's own /fe-cms-gateway/api CMS endpoints). Four things a wheelchair user should weigh. (1) "福州航空不提供客舱轮椅" — there is no on-board aisle chair, so there is no way to reach the lavatory in flight; the airline tells passengers to ask the airport instead. (2) Carriage of a passenger who would need help in an emergency evacuation requires Fuzhou Airlines' prior consent, the number of such passengers per flight is capped, and hitting that cap is an express ground for refusing carriage (Art. 45, Art. 48) — no figure for the cap is published. (3) The lithium rules are good and explicit: no watt-hour limit while the battery stays in the chair, 300 Wh per removed battery, one 300 Wh or two 160 Wh spares in the cabin — but company approval is required for every battery-powered mobility aid and an electric chair must be checked at least 90 minutes before departure. (4) Art. 57: Fuzhou Airlines does not currently offer a declared-value baggage service, so there is no way to insure an expensive power chair with the airline, and damage compensation is capped at the PRC Civil Aviation Law limit, which the site never states.
