Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
"The electrically powered wheelchairs, working on a battery, are accepted on board on special conditions" — the battery must be dry or gel and must be removed and separately insulated before take-off. Wet-cell and lithium-battery chairs are refused outright. Acceptance is also subject to the carrier's prior consent and to the maximum number of PRMs the aircraft type allows.

"The electrical wheelchairs, powered by wet or lithium batteries will not be accepted on board." A lithium-powered power chair is refused by FLYONE, full stop — this is stricter than the ICAO/IATA default and is the single most important fact in this record.

The baggage page lists, besides the hand luggage and "in case of strict necessity", for "Passengers with limited mobility: 1 wheelchair / 1 pair of crutches or another device that the passenger depends on".
Art. 16.3(b): "Carrier's liability for damages to checked baggage is limited to the sum of USD 20 (twenty) per kilogram, but no more than SDR" (the SDR figure is missing from the published text) unless a higher value is declared in advance. Unchecked baggage: USD 100 per passenger, and only if gross negligence is proved. A declared value "must not exceed 1000 Euro" and costs 10% of it. Payouts are depreciated 20% in year one plus 10% a year to year nine, and "superficial damages arising from the normal handling" are excluded. Mobility aids get no special protection.
On board
Not published. FLYONE says nothing about an on-board aisle chair; its own WCHC definition ("cannot get on board without assistance and the wheelchair is a strong necessity") describes the passenger, not a service.

The airline defines the WCHC category as a passenger who "requires permanent assistance" and "cannot get on board without assistance", and says acceptance depends on "the ability of the handling agent to provide such kind of services (the necessary equipment and the instructed personnel)", but it does not state what transfer help it provides.
"The passengers with reduced mobility or sensorial perception deficiencies can express their preference for some seats. Out of legal reasons related to the flight's safety, they can be restricted on certain rows (for example: the safety exits)."
Fleet detail. No hold-door or hold-compartment dimension is published. FLYONE states that acceptance of a passenger with reduced mobility depends on "the maximum number of PRM on board, depending of the airplane type and acceptance on board of certain PRM categories", without publishing what those per-aircraft limits are.
Worth knowing
The headline for a power-chair user is a refusal: "The electrical wheelchairs, powered by wet or lithium batteries will not be accepted on board." Only dry-cell or gel batteries are carried, and they must be removed and separately insulated before take-off. Three other things a human should check. (1) FLYONE also states "The passengers with total hearing or visual impairment can travel only if accompanied" — a blanket companion requirement that would be unlawful under EC 1107/2006 as written, and Moldova's aviation rules are harmonised with the EU. (2) The FLYONE LLC conditions of carriage cap liability for damaged checked baggage at USD 20 per kilogram with a declared value ceiling of EUR 1,000 and a depreciation scale, which is far below the Montreal Convention limit and would not begin to cover a power chair. (3) flyone.eu hosts four separate conditions of carriage (FLYONE LLC, FLYONE Airlines Romania, FLYONE Armenia, FLYONE Asia); the Romanian set carries a different and much stricter lithium clause (max 0.3 g / 2.7 Wh, 2 spares) that does NOT apply to the Moldovan carrier and was deliberately not imported here. FLYONE publishes no e-mail address, no assistance form and no relay service.
