Accepted, but only by prior arrangement and with Capital's approval. The dangerous-goods table requires for every battery type 「旅客应事先和每一承运人做好安排，并且应获得承运人批准」 and 「应通知机长」 of the battery/chair position. The domestic Conditions of Carriage art. 73 lists 「旅客旅行途中使用的电动轮椅」 as a restricted article carried only with Capital's consent, and the disability page says a ticket for a passenger with a battery-powered wheelchair may only be sold 「请示AOC后」. A chair whose lithium battery is not removable may not be checked at all.

Row 26 「电动轮椅等助行器（锂电池驱动）」: prior arrangement with every carrier and carrier approval required; the captain is told where the chair is in the hold and where the removed lithium battery is in the cabin. 「如助行器不能为电池提供充分的防损坏保护，则应卸下锂电池，并在客舱中携带」, terminals insulated and the battery in a separate protective case; the battery must meet UN Manual of Tests and Criteria Part III sub-section 38.3. Critically: 「若电动轮椅等助行器的锂电池不可拆卸，禁止托运携带」.

「旅客可以携带一块最大不超过不得超过300Wh或两块每块不超过160Wh的备用电池」— a passenger may carry one spare of at most 300 Wh, or two spares of at most 160 Wh each. (The sentence contains a duplicated 「不超过不得超过」 in Capital's own text.) Spares travel in the cabin, individually protected against short circuit.

Maximum two: one spare up to 300 Wh, or two spares of up to 160 Wh each. Row 22 adds that 「轮椅或者其他助行器的备用锂电池携带数量包含在所有20块备用电池中，同时必须满足轮椅和其他助行器的相关要求」— wheelchair spares count inside the overall 20-spare-battery cabin limit and must also satisfy the wheelchair rules. Spare batteries may never be checked.

For all three battery types removal is required only 「如果不能为电池提供足够的保护」/「如助行器不能为电池提供充分的防损坏保护」— if the aid does not adequately protect the battery. A removed lithium battery must go into the cabin; a removed non-spillable or wet battery goes into the hold in rigid packaging. But a lithium chair whose battery cannot be removed at all is refused for checked carriage, so in practice a lithium user must be able to demonstrate the battery comes out.

Row 24 「电动轮椅等助行器（防漏型电池、包括镍氢电池、干电池等驱动）」 is ticked for checked baggage, with carrier approval and captain notification of the packed battery's position in the hold. The battery must pass the vibration and pressure-differential tests, the circuit must be disconnected and the aid strapped down. 「如果不能为电池提供足够的保护，则电池必须拆下」— the chair then travels battery-less as checked baggage and the removed battery goes in strong rigid packaging in the hold, with the captain told where.

Row 25 「电动轮椅等助行器（非防漏型电池驱动）」 is ticked for checked baggage with carrier approval and captain notification. 「装有非防漏型电池的轮椅，在可能的情况下应始终以直立方式装运、放置、固定与卸下」; the carrier verifies the battery is disconnected, terminals insulated and the battery firmly attached. If the aid cannot protect the battery it must be removed, the chair goes as checked baggage and the battery travels in leak-proof rigid packaging, upright, with absorbent material, marked 「BATTERY, WET, WITH WHEELCHAIR」 or 「…WITH MOBILITY AID」 plus corrosive and orientation labels.

Special-baggage page: 「电池必须断路，两极用胶带包好以防短路，并牢固地附于轮椅上」— the battery must be disconnected, both terminals taped to prevent short circuit and firmly attached to the chair; 「轮椅两侧贴上『向上』标识，以避免倒置；轮椅在装卸过程中始终保持直立，并应在货舱内进行固定，以防滑动」. The dangerous-goods table repeats terminal insulation for each battery type, and requires a removed lithium battery to be insulated and put in a separate protective case.

「无法确定锂含量或额定能量的锂电池（例如标注不清晰或未标注，且无其他证明），首都航空拒绝运输」. Every installed or spare lithium battery must be 「正规产品，包含厂家信息、警示说明、标识等」 and of a type tested to UN Manual of Tests and Criteria Part III §38.3. Capital notes its dangerous-goods rules are 「严于」 the ICAO Technical Instructions and IATA DGR. Service forms 《特殊旅客服务需求单》 A/C are completed at the ticket or check-in desk; permanent disability needs no medical certificate, temporary impairment does.

Same rule as for a manual chair: an electric chair may be surrendered at the gate, and it is returned at the gate on arrival only for passengers 「经首航同意并事先安排」 to use their own wheelchair for boarding and deplaning, the chair being loaded at the cargo-door position and unloaded first at destination. No gate-return promise is published for a passenger who has not pre-arranged it.

International Conditions of Carriage: 「航班上残疾、伤、病等行动不便的旅客所持的…折叠手动轮椅…等小型的在旅途中随时要用到的辅助设备，可带入客舱。客舱内没有存放设施或空间的，可免费托运」. The international baggage page adds that a folding wheelchair is carried free in addition to hand baggage and 「如体积、重量不超过手提行李限制，则可带入客舱放在座位上方的行李舱内或正前方的座椅下」. Capital publishes no cabin-stowage right on its domestic pages, and no wheelchair closet or on-board tie-down is described.

「轮椅可在检票柜台或登机口处托运」. Return at the aircraft door is published only for passengers who have Capital's prior agreement and pre-arrangement to use their own chair to board: 「在登机口收运轮椅，将收运的轮椅装入货舱门口位置；到达站应首先将托运的轮椅卸下，运至登机口，供旅客下机时使用」, with a 「特殊行李机长通知单」 filed for the captain. Without that prior arrangement Capital does not promise the chair back at the gate.

「以下限制旅客，至少在航班计划离站前48小时提出乘机需求…2、旅客携带的妥善包装轮椅或者其他辅助设备（电池为危险品材料）；3、旅客需要使用机上专用窄型轮椅」— at least 48 h before scheduled departure for a passenger carrying a packaged wheelchair or other aid whose battery is dangerous goods, and for the on-board aisle chair. 24 h is the deadline for WCHC (passenger with no self-care ability) and for combined severe sight+hearing loss. Breathing aids/POC also 48 h; airline-supplied on-board oxygen 72 h.

「WCHR及WCHS旅客均可在首航境内外各直属售票处、销售代理人及首航呼叫中心直接购票，无申请时间及销售渠道限制」. WCHC is restricted to Capital's own ticket offices, overseas GSAs and authorised offices and must be applied for at the origin ≥24 h ahead. For a passenger with a battery-powered wheelchair the ticket office may only sell 「请示AOC后，方可售票」 — after clearing it with the airline operations centre. WCHR/WCHS booked for an out-station departure: complete 《特殊旅客服务需求单A类》 at the check-in desk ≥60 min before departure.

「对于必须依赖轮椅活动的乘客，首都航空允许乘客在免费托运行李限额之外，再给予免费托运一张轮椅的关爱服务」— one wheelchair checked free on top of the free baggage allowance for a passenger who must rely on it. Both Conditions of Carriage repeat 「对其必须携带的辅助器具（折叠轮椅、手杖、假肢等）给予免费携带」. A passenger who does not depend on a wheelchair pays excess-baggage rates once over the allowance. Gate-side check-in of ordinary baggage costs CNY 240/piece; Capital does not say whether that applies to a wheelchair handed over at the gate.

One wheelchair free of charge in addition to the checked allowance (「再给予免费托运一张轮椅」). Separately and additionally free: 「拐杖、假肢、电子耳蜗、助听器、盲杖、盲镜、助视器、折叠手动轮椅、便携式制氧机及其他呼吸辅助设备」 may be taken into the cabin, and crutches/canes/braces/prostheses are treated as extra carry-on outside the hand-baggage allowance. No figure is published for a second wheelchair, or for a scooter carried in addition to a chair.

Domestic CoC art. 112: 「责任限额按照《中华人民共和国民用航空法》规定执行，如行李的价值低于上述限额时，按实际价值赔偿」, and compensation is the loss in value or the repair cost. Declared value is available above CNY 100/kg, 「行李声明价值最高限额为人民币8000元」, at a surcharge of 5‰ of the excess. International CoC ch.17: 「首都航空对每名旅客的赔偿责任限额以蒙特利尔公约相关规定为准」. Nothing resembling the US ACAA full-value rule for mobility aids is published.

An on-board narrow aisle chair exists and must be requested in advance: 「以下限制旅客，至少在航班计划离站前48小时提出乘机需求…3、旅客需要使用机上专用窄型轮椅」— a passenger needing the aircraft's dedicated narrow wheelchair must ask at least 48 h before scheduled departure. Capital does not say which aircraft types carry one, nor whether the request can be refused.

「首航提供三类轮椅服务（WCHR、WCHS、WCHC）」— Capital provides all three IATA wheelchair categories, including WCHC, the category for a passenger who cannot walk at all and must be carried to and from the aircraft seat. WCHC must be requested at least 24 h before departure and can only be booked through Capital's own ticket offices, overseas GSAs or authorised offices. Capital does not describe the transfer procedure, who lifts, or any weight limit on lifting.

The services Capital lists for 移动限制旅客 include 「可移动扶手座位信息」 (movable-armrest seat information) and 「旅客自带移动辅助设备存放有关信息（放在客舱或货舱）」 (information on whether the passenger's own aid goes in the cabin or the hold). No bulkhead, exit-row or pre-assignment rule is published. Regulatory caps apply to unaccompanied disabled passengers needing evacuation help per flight: 2 on 51–100 seats, 4 on 101–200, 6 on 201–400, 8 above 400, per the CAAC 《残疾人航空运输管理办法》.
