Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Electric wheelchairs must be checked (no cabin carriage) and are listed in the Conditions of Carriage as restricted items requiring Air Changan's consent. The ticket office must obtain approval from the Service Command Desk before issuing a ticket to a passenger with a battery-powered chair, and the passenger must hand Air Changan's wheelchair-disassembly form to check-in staff on the day of travel.

This is Air Changan's umbrella wheelchair cap, not a dedicated installed-battery row (the installed row of the table leaves the Wh cell blank): "锂电池驱动的电动轮椅或代步工具及其备用电池作为行李运输时，其额定能量小于等于300Wh" — a lithium-powered wheelchair or mobility device carried as baggage, together with its spares, must be rated ≤300 Wh. Air Changan's separate general portable-electronics limits are 100/160 Wh and are not applied here. A protected, firmly attached battery stays on the chair, strapped, terminals insulated and the circuit disconnected.

Booking & cost
WCHC (passengers who cannot move at all) must apply at the departure city at least 24 hours before the flight ("WCHC需在航班离站24小时前在航班始发地提出乘机申请"), and the ticket office must clear it with the Service Command Desk. A battery-powered wheelchair likewise needs that clearance. Electric-wheelchair users must be at the check-in counter at least 90 minutes before departure.

Chinese-language only; airchangan.com is a JavaScript single-page app, so the policy articles were read through the site's own dotCMS content API (/dotCms/api/content/id/<uuid>/depth/1) and are cited at their public /content/<uuid> URLs. Air Changan is an HNA-group carrier and much of the text is its own ground-service manual. Points a traveller should know: (1) per-flight caps on unaccompanied restricted-mobility passengers who would need help in an evacuation — 2 on 51–100-seat aircraft, 4 on 101–200, 6 on 201–400, 8 above 400, doubled if 1:1 companions are added; (2) Air Changan states it may not refuse boarding solely because of disability and must give written reasons within 5 days on request; (3) no through/connecting service for unaccompanied WCHC passengers; (4) WCHC tickets can only be sold by Air Changan direct offices or authorised HNA-group offices after Service Command Desk clearance. The general PED limits (100 Wh / 160 Wh, 20 spares, 2 power banks) were NOT carried into the wheelchair fields — the wheelchair rule is the separate 300 Wh clause.
